5. Regulatory, environmental & safety applications submitted
6. Stakeholder review/concurrence staging agreed
7. Detailed design & specifications completed
8. Procurement/tender documentation completed (as applicable)
Phase 3: Implementation Milestones - 3
9. Regulatory & environmental approvals

10. Project estimate refined to a "Pre-execution Class Estimate", and
budget updated
11. Project Sponsor and Stakeholder Approval-to-Proceed & funding

3. Maintenance/User/Marketing documentation completed
4. Staffing/Operator/User Training programs completed
5. All "Wet runs", final testing and deficiencies, or "Known bugs"
completed
6. Availability for service/use/sale publicity made public
Phase 4: Transfer - 2
7. Post-project review/audit conducted and
documented
8. All outstanding contract and other documentation completed
9. Remaining project team members re-assigned
10. Facility/system/product/service fully transferred to the "care,
custody and control" of the owners/operators/ users
11. Project closed
